The state of sovereign AI adoption in Europe (2026)
Eurostat, Accenture, IDC and French public data: what the numbers establish about AI use, sovereign technology demand and the gaps in adoption evidence.
The sources reviewed for this digest do not establish a representative rate of sovereign AI adoption across European businesses. They measure AI use, interest in sovereign technology and the views of large enterprise buyers.
That distinction matters when you put a figure in a business case. “Uses AI”, “is seeking a sovereign solution” and “understands sovereignty” describe different things, often among different organisations.
What do the available studies measure?
Official business surveys measure the use of AI technologies, while targeted commercial studies examine their respondents' intentions and understanding of sovereignty. Read each result with its population and survey period before treating it as evidence of deployment.

How widely do European businesses use AI?
In 2025, 20% of EU enterprises with at least ten people employed used AI technologies, according to Eurostat. This is a baseline for general AI use in the surveyed sectors, not a measure of sovereign AI adoption.

These are the figures in the respective releases, not a country ranking assembled from one common data extraction. For cross-country comparisons, use a single harmonised Eurostat series and check its scope. None of these releases identifies the share using exclusively EU-hosted models.
The publications also illustrate the difference between release year and observation year. Insee published its result in July 2026, but the businesses described their situation in the first quarter of 2025.
How strong is demand for sovereign technology?
Accenture's European research release of November 2025 reported that 62% of surveyed European organisations were seeking sovereign solutions in response to geopolitical uncertainty. This describes respondents' demand, not a 62% adoption rate among European businesses.

The report's methodology describes a global sample of 1,928 public- and private-sector organisations across 28 countries, surveyed in July–August 2025. All already considered sovereignty highly or critically important. The European release does not give its regional sample size.
That selection is material: it tells a buyer how organisations already concerned with sovereignty were thinking. It cannot establish how common that concern was among all European companies, including small businesses that had not considered AI.
What do large enterprise buyers understand by sovereign AI?
In a 2026 IDC study sponsored by Cohere, about one in three respondents struggled to describe sovereign AI. Among those who could define it, 52% referred to local or national control and 35% to digital independence, according to Cohere's public summary.
IDC surveyed more than 500 senior AI-purchasing decision-makers and influencers in April–May 2026. They represented organisations with annual revenue above US$1 billion in Canada, the US, the UK and Germany, across regulated industries.

Germany and the UK were the European markets included. The results should not be extended to Europe's small businesses or read as a count of deployed sovereign systems.
For an enterprise procurement team, the practical step is to write a shared definition before comparing offers. A security lead seeking control over operations and a business manager seeking a choice of models may otherwise approve different meanings of the same word.
Which barriers prevent businesses from using AI?
Lack of expertise, uncertainty about legal consequences and privacy concerns were prominent reasons for not adopting AI in Eurostat's 2025 results. The percentages below concern EU enterprises that had considered using AI but were not using it, within the survey's population of businesses with at least ten people employed.

These figures describe reasons within a selected group, rather than a breakdown that should total 100%. They are neither percentages of all businesses nor barriers measured specifically for sovereign AI.
A service that answers a company's location requirement still leaves someone responsible for training, task selection and checking the results. These general adoption barriers belong in the implementation budget alongside any sovereignty requirement.
What does the French supplier catalogue add?
France's DGE and Hub France IA published a catalogue of 88 AI suppliers for small and mid-sized businesses on 30 July 2026. The figure counts listed suppliers, not customers or installations.
The DGE describes it as a catalogue of sovereign AI solutions for PME and ETI, the French categories for small, medium and intermediate-sized businesses. It is a concrete starting point for finding suppliers and examining their offers. Inclusion in a directory does not answer whether a particular service meets your processing, contract and continuity requirements.
What remains unknown about small-business adoption?
The sources above do not provide a representative sovereign-AI adoption rate for European small businesses. General AI surveys and selected enterprise-buyer samples cannot fill that gap by being combined.
The OECD's 2026 D4SME report adds evidence from a non-representative sample of more than 2,000 small and medium-sized businesses in twelve OECD countries. Its findings are useful for examining how participating firms work with technology, but they cannot establish a population-wide rate of sovereign AI use.
A useful adoption study would distinguish the organisation's size and country, the task in production, its processing locations, the controls applied and the evidence for those controls. It would also distinguish an active system from a planned purchase. Without those fields, “sovereign adoption” can group together very different arrangements.
How should a business use these figures?
Use these studies to identify questions for a purchase and gaps in your implementation plan. Assess a supplier against the requirements of your task; an adoption percentage cannot establish that a product is suitable for your information.
When comparing future editions, keep the question, sample and observation period together. A change of methodology can move a percentage even when no individual business changes its practice.
